The Authority aims - without prejudice to the competencies of other concerned bodies - to comprehensively plan and develop the region in the areas of urban, population, economic, developmental, social, cultural, environmental, transportation, infrastructure, and digital infrastructure. It also aims to provide the region’s needs for public services and facilities. . In order to achieve this, the Authority undertakes the following tasks and powers:
  • 1- Drawing up general policies for developing the region.
  • 2- Preparing, approving, and updating comprehensive strategic plans for the region and its executive programs when needed.
  • 3-Direct supervision of the planning, design and implementation of strategic programs and projects, and related operation and maintenance work.
  • 4- Reviewing development plans, programs and projects - related to the Authority’s work - prepared by government agencies, public bodies and institutions, associations and civil society institutions, in a way that ensures the achievement of balanced development in the region, and approving them.
  • 5- Follow up on the planning of infrastructure projects in coordination with the relevant agencies.
  • 6- Arranging priorities for implementing programs and projects in the region in accordance with development plans.
  • 7- Follow up on the implementation of programs and projects in the region, and take the necessary measures to ensure their implementation, in coordination with the relevant agencies, and apply indicators for improving and measuring the adequacy of urban performance on them in light of the objectives of approved development plans.
  • 8- Proposing the expropriation of some real estate to develop the area, in coordination with the region’s secretariat and the relevant agencies, in preparation for completing the regulatory procedures in this regard.
  • 9- Supervising the rehabilitation of existing urban neighborhoods - including historical neighborhoods - and improving them, treating slums, developing them and improving them architecturally, socially, economically, security and environmentally, and taking what is necessary to ensure this is implemented.
  • 10- Preparing building and land use regulations that contribute to the implementation, development and approval of area development plans.
  • 11- Reviewing and approving land division plans.
  • 12-Create and manage a database and urban information systems, so that they are a unified platform and a basic reference for the information on which agencies related to the development and development of the region rely.
  • 13- Coordinating and organizing efforts among agencies related to the development and growth of the region, in accordance with approved studies and plans.
  • 14- Establishing and supervising the necessary programmes, foundations, procedures and ways to stimulate the participation of the private sector in achieving development goals and implementing projects and services in the region.
In order to achieve its tasks and powers, the Authority may seek assistance from the necessary governmental agencies and others, including expert houses and specialized cadres, inside and outside the Kingdom.
